2013年3月7日，歐盟在其官方公報（OJ）上發布決定（2013/121/EU）稱某些兒童座椅將依據歐盟的通用產品安全指令（2001/95/EC）進行安全要求的調整，其涉及兒童座椅的范圍較大，影響其設計、制造等，值得相關企業的關注。
1. 影響的兒童座椅類型
受此決定（2013/121/EU）影響的兒童座椅產品類型包括：
● 安裝的兒童座椅（即供36個月以上兒童使用的，安裝在成人椅上的座椅，用以增加坐高）；
● 兒童座椅；
● 兒童高腳椅；
● 桌邊椅。
2. 要求變化
(1) 化學要求
產品的化學要求必須符合歐盟法規。
(2) 阻燃性能
產品必須不得含有持續燃燒的性能，應考慮EN 71-2的最新版的要求。對于阻燃劑的選擇，應使其阻燃物質的量最小化，并保證在其生命周期內其不得對兒童健康有害。
(3) 包裝
● 軟質塑料制得的包裝袋，其開口的周長大于兒童頭部的，不可對兒童有窒息的風險；此外禁止使用系帶或者自封袋。
● 包裝不得對掩住口鼻造成窒息，當不可排濕時，則應有孔洞。
● 包裝上應有以下或等同意思的警告語：“WARNING! Keep packaging away from children to prevent them from suffocating”。應有清晰、較大的圖示表示其可能的危害。
(4) 指定制造商和進口商
制造商應在產品上列明其名稱、注冊商標名稱或注冊標識、可聯系到的地址，若產品上不可標注，則應在包裝或隨附的文件中給出。地址必須是能聯系到的單一地址。

3. 歐盟標準的相關變化
受此影響，相關的兒童座椅的標準也將隨之調整，要求將趨于嚴格。如將修訂涉及到兒童高腳椅的標準：歐盟EN 14988-1:2006 + A1 2012（安全要求），EN 14988-2:2006 + A1 2012（測試方法）。

EN 14988-1
1. New requirement of restraint system, and improved the protective function of high chair;
2. New requirements for a high chair with an active restraint system or a passive restraint system;
3. New requirement of Lateral protection length and height for high chairs.

EN 14988-2
1.Updated the method of Impact test;
2.Updated the requirement for Strength of harness/belt attachment points, the force should be applied in the direction of normal use to each of the harness/belt attachment points, in turn;
3.Updated the requirement for Strength of components of the restraint system, Gradually apply a force of 150 N to each component of the restraint system, in turn;
4.Added the test method for Slippage of straps of the restraint system;
5.Updated the test method for Determination of lateral protection height;
6.Added the test method for Determination of lateral protection length;
7. Added the test method for Measurement of the distance between the backrest and the crotch restraint and Measurement of the distance between the backrest and the horizontal member.
